Windows 10 lock out Your Device Is Offline Please Sign In With The Last Password

I switched from local account to my Microsoft account in Windows 10 Pro and tried to log on system by entering in the PIN and the Password on my Surface Pro 4 tablet. The sign-in screen didn’t accept that and displayed the “Your device is offline. Please sign in with the last password used on this device.” error message. Windows 8.1 error occurred while capturing your pin

I am unable to capture PIN and create picture password after installing the latest update on my Windows 8.1 computer. When I log on system by full password and try to change my Microsoft Account sign-in to a PIN through PC Settings, it shows the message “Error occurred while capturing your pin , please try again later”.
