New Tab Page to Blank in Microsoft Edge on Windows 10

Microsoft Edge is the default browser in Windows 10. As a Universal app, it comes with a simplified user interface, extension support and useful features. It is easy to configure blank new tab page for Firefox and Chrome. You could try the method to set it up in Edge. But I also face some strange problem for that on my Surface Pro tablet.

* From your desktop, click or tap on the Start button, and launch the Microsoft Edge browser from all apps heading.
* Click on the … icon (three dots menu) at the top-right corner to open the pane.
* Choose the Settings item from list, under the General tab, click the drop-down arrow beneath Open new tabs with, and set it to “A blank page”. Additionally, change Open Microsoft Edge with to New tab page. That’s all.

I have done that in Windows 10 Build 1511 and it seems to be fine on my Surface Pro 4. However, if I click Clear browsing data with Cookies and saved website data in Edge browser, the “New Tab” page resets to “top sites and suggested content”. I could not figure out the way to prevent that choice from being forgotten. Once you remove Cookies and data, your customization settings will be lost and reset to default.

On my Windows 10 computer, if I set the settings to display a blank page and load a new tab, the edge browser displays “This site uses cookies for analytics, personalized content and ads. By continuing to browse this site, you agree to this use.” It also includes top sites option and other buttons. I think there are bugs with the built-in browser. Has anybody found a normal solution?
