Cannot setup default/preferred input language in Windows 10 v1803 update

My Bluethood keyboard is AZERTY (french) and I connect it with my Surface Pro 3 tablet. I used it to type text and everything worked fine. After I upgraded the Windows 10 Pro to version 1803 update, I have to press ALT+SHIFT shortcut to switch it. Then I open the Settings app, go to Time & Language > Region & Language page. Once I set Français (France) to the top one in the list, it is not working. My OS display language is English, but I could not figure out how to set default input language different than that. How can I change the default one to be used by all programs?

Windows 10 always automatically switch to a non-default keyboard after resume from sleep mode or restart, I have already added the related keyboard layout and the default input method is correct. This is a known bug in the early and 1803 version of Windows 10.

You could try the workaround for fixing the issue.
* From your desktop, hold-and-press or right-click your Start Button at the left-bottom corner, and select “Powershell (admin)” option from menu.
* Type the command below and press Enter to execute it:

Get-WinUserLanguageList

The cmdlet will return the language list for the current user account. You need to find the LanguageTag of your preferred language and note it down.
* Then run another commands one by one to make changes with the language setting:

$1 = New-WinUserLanguageList your-LanguageTag
Set-WinUserLanguageList $1 

For example, I get two LanguageTag from the command returns:
LanguageTag : en-US
LanguageTag : fr-FR
and want to change to french, just run the

$1 = New-WinUserLanguageList fr-FR
Set-WinUserLanguageList $1 

Once you’ve done that, the order of installed input languages is configured.
* Finally make a restarting to take effects in Windows 10. Now you are able to use default keyboard within apps and software after login.
