Fix Windows 8.1 store app not opening/working problem

Many people get such problem after udgrading to Windows 8.1. When you try to launch the Windows store app, it just stuck at there and the little loading cicle keeps going around and then takes back to start screen. The screen resolution has been setted up as 1366X768.

I also faced the same issues on my tablet and computer. I uninstalled avast antivirus but nothing happened. Then used Event Viewer and find these information:
“Activation of app winstore_cw5n1h2txyewy!Windows.Store failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information.”

If the store app will no longer open in Windows 8.1, you could try the following tips to resolve the problem.
* You need to re-register the Store app.
* Press the Win + X keys together, or right-click on the Start button. And select “Command Prompt (Admin)” from the pop-up menu.
* Within the Command Prompt Window, input the command and press Enter to run it:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

Once the process have been done, go to check if it is OK. Works fine on my Surface Pro tablet.

    • My case is i duplicate a WP 8.1 project and add merge some code to the duplicated project. After i done the merge, I got “Package can’t be registered” message when i deploy it to emulator.

      But my original WP 8.1 project is successfully running on the emulator.

      The root cause is i delete some app logo png image. The VS2013 wont tell u that image is missing but display “Package can’t be registered”.

  1. This cure helped briefly. Then I lost the internet connection. Rebooting restored the internet connection but neither app store nor any other app worked.

    From the frequency of this problem with the apps not working, I deduce there is a major defect in Windows 8. So here we go once more, Windows charges us and gives us unfinished products. This is akin to the host bringing an aquarium with trout to your table when you order trout, and then he charges the full price on the menu for a nicely cooked and prepared meal.

    Can you imagine the collective waste of time on a problem like this one that should have never existed and that, so far hasn’t been fixed by MS. Where is the world’s smartest programmer [hint: his name starts with Billy] and his prima donna coders when the chips are down?

    Do I feel better now after this harangue? No, not really. The apps still don’t start.

    Bitter? You bet. I paid and, once again got gilded junk. Maybe I should go to Apple after all? Or stayed with LINUX?

    Wonder how the average non-computer savvy person makes out with these constant problems?

    And while I’m griping; why is there no concise list of solutions for all the seemingly endless defects in MS software? Why do we have to wade though all these interminable lists of lay blither by people who don’t know what they are talking about, have no qualifications to give advice?

    • Perhaps you should go to Linux or Mac. No one cares about your crying and complaining.

      Someone who doesn’t have computer issues.

  2. I have had this problem for months now on Windows 8.0. Every possible solution published I have tried and none of them work. I agree with the last contributor…I never have any problems on the iPad and should have bought a MAC and stayed with Apple. Even when the store did open, there was noting worth having !

  3. I gave up trying to use the windows apps on my HP laptop months ago. I once jumped through hoops before to get them running but 8.1 put an end to that. Here I am again wading through the crap trying to find and answer.

    How convenient that this fix works for some to get the store back but the repeated question about how to get the rest of the apps working goes unanswered by anyone, let alone the author of this page.

  4. Check your network connection, if you have google DNS server try remove it or put your gateway IP. I had this before problem but after I remove google DNS server ( and I changed it to my router IP it fix the problem and windows store started.

    no different 8 to 8.1
